The Philadelphia School District Sexual Counseling Program

Towards the end of the last century life was very tough for many high school students in Philadelphia, Pennsylvania. That's because all too many of them had to deal with teenage pregnancy as well as sexually transmitted diseases.

As a result, the Philadelphia School District wanted to do something to alleviate the situation. They wanted to give their teenage students a better chance in life. That's when the school district began a program aimed to give counseling, information, as well as condoms, to interested high school students who wanted to take them up on their offers.

This did not sit well with a number of parents in the school district. Although the program did not violate either the students or the parents rights, a number of people wanted to stop the condom distribution program. And even though this was a voluntary program, even though the school district informed the student's parents ahead of time about the program and offered the parents a way to "opt out" if they didn't want their kids to be able to get condoms, this group of parents sued the School District of Philadelphia.

The lawsuit, filed in 1998, is Parents United for Better Schools v. School District of Philadelphia. The case went through a series of tests, and finally, the U.S. Court of Appeals for the Third Circuit ruled in favor of the school district of Philadelphia.

As a result, it is now legal for students, including minors to have the right to privacy. This right includes having access to birth control.

So now, if you live in Philadelphia and your high school would like to start a program aimed at giving condoms to students they can. However the program must be voluntary and the students parents will have to be notified ahead of time. Keep in mind, though, that your parents can still refuse to let you participate.

However, if you live in Philadelphia and want to get any kind of birth control, including the Pill, you have the legal right to do so without your parents being told. That's because the majority of family planning clinics get federal funding.

By law, in order to qualify for this funding, these clinics have to keep all the information confidential. So they are not allowed to tell your parents unless you give them the permission to do so. And you can get birth control either for free or for a nominal amount of money at these clinics.

If you are considering taking the pill please do a lot of research before doing so. That's because there have been many life threatening diseases that have been caused by some specific birth control pills and devices.
